City
of Titusville, Florida – Solid Waste Business Plan Development
The City of Titusville
provides bi-weekly curbside refuse collection, as well as weekly recycling,
yard waste and every-other-week bulky waste collection to both single family
households and multi-family properties. The City also provides manual and
containerized refuse collection to commercial businesses. MSW Consultants
is currently assisting the City of Titusville evaluate the operational and
cost impacts of converting from manual refuse collection to semi-automated
or fully automated collection. Using our proprietary collection routing model,
MSW Consultants is projecting the routing, staffing, and vehicle needs for
multiple alternative collection technologies.
Previous to the current engagement, MSW Consultants principal John Culbertson
managed a comprehensive review of the City’s solid waste collection
system for the purpose of developing a 5-year Business Plan governing operational
and financial performance of the solid waste enterprise fund. Staff member
Walt Davenport lead the collection productivity and solid waste fleet management
review performed in the early stages of the project.
During Business Plan development, Mr. Culbertson and Mr. Davenport performed
field observations of collection practices, benchmarking against other local
and Florida communities, and made a detailed performance comparison against
the contracted hauler serving the surrounding county unincorporated areas.
At the time the Business Plan was originally developed, the City was found
to be generally competitive, but that improvements were possible in the yard
waste and bulky waste collection systems.
