Sarasota
County, Florida – MRF Processing Contract Monitoring Assistance

John Culbertson provided semi-annual contract monitoring services to Sarasota
County, Florida in support of their processing contract for the County’s
residential curbside recyclables from over 100,000 households in the unincorporated
area. Contract terms dictated maximum residual rates to be achieved by the
processor, as well as maximum incoming material contamination rates to be
met by the County. Beginning in 1996 and occurring semi-annually for three
years, Mr. Culbertson audited MRF residuals and incoming contamination to
assess contract compliance.
This project included the following
tasks: writing the sampling and sorting protocol to test the composition of
the residue and contaminant bales produced at the facility; organizing and
directing a one-week effort to characterize the three residue and contaminant
streams in the facility; tabulating the results on a material-by-material
basis as well as plant-wide; and summarizing the results in a final report.
In a related effort, Mr. Culbertson also tested the incidence of bagged recyclables—considered
contamination per the terms of the contract—in incoming material. As
a result of his work, the County successfully charged its MRF for liquidated
damages because of the facility’s failure to achieve contractually specified
processing efficiencies.
